Asset legalisation & registration programme
Legalisation and registration of unregistered telecommunications assets across the state, so that every tower, pole and fibre route is recorded, permitted and compliant with state standards.
Business Strategy
"One gateway for industry, one direction for the state."
As the state telecommunications One-Stop Agency (OSA), TCOMM stands between industry and the Approving Authority (PBM). Our business strategy pairs the state coordination mandate with commercial services that generate recurring revenue.
Strategic Positioning
TCOMM is a state Government-Linked Company wholly owned by Mentri Besar, Trengganu (MBI). Every telecommunications infrastructure application in Terengganu is coordinated through TCOMM before submission to the Approving Authority, the Pihak Berkuasa Melulus (PBM).
This position gives TCOMM full visibility over every telecommunications asset in the state, from towers and poles to optical fibre routes. It places the company at the centre of the ecosystem: industry gains a single, clear point of dealing, while the State Government gains one uniform standard.
One point of entry, one standard, for the state’s entire telecommunications ecosystem.
Key Initiatives
Four key initiatives that translate the TCOMM mandate into action, from compliance for existing assets through to advisory services for the State Government.
Legalisation and registration of unregistered telecommunications assets across the state, so that every tower, pole and fibre route is recorded, permitted and compliant with state standards.
Building an optical fibre backbone across the state, linking districts and sub-districts towards comprehensive internet access for Terengganu.
Construction of new telecommunications towers and intelligent poles, supported by data centre facilities that complete the state's digital infrastructure chain.
Strategic advice to the State Government on telecommunications infrastructure policy, planning and investment, grounded in TCOMM's asset data and on-the-ground operations.
Market Approach
Connectivity services to state GLCs and the private sector are TCOMM's revenue engine. Long-term subscription contracts generate stable recurring revenue, and each new customer adds value to the same network.
Permit coordination remains the core mandate. Every infrastructure permit application is processed through TCOMM before submission to the Approving Authority (PBM), ensuring uniform standards while sustaining a revenue stream independent of market cycles.
Permit coordination is the core mandate; connectivity is the revenue engine.
Long-Term Direction
Every initiative feeds the Digital State Terengganu vision, in step with the phases of the TCOMM Business Plan. The goal is clear: a Terengganu with comprehensive internet access, built on infrastructure that is registered, audited and coordinated.
